If it was then BMW and Mercedes would be building cheap cars for the developing markets also. Well, there are the 1 series of BMW and A and B classes of Mercedes. The latter is also launching a down market version of the CLS called the CLA. Ok, not cheap as in poor quality, but certainly lower-priced models aimed at the top 5% of the less-affluent mass market, delivered with the expected BMW and Mercedes fit and finish. This is something Apple should emulate, IMHO. Actually, I wouldn't be surprised if something like this is in the works for the iPhone. After all, we've already got the iPad Mini.
