What "should be" is nice to turn into goals. In this case maybe objectives toward the bigger goal.

"Because it should not be necessary in an advanced culture."

The fact is we have always done better by raising the consciousness of an average everyday Jo and Mo than trusting in the social authorities to take care of us. The history of the world is nothing more than human beings banding together to rebel against a corrupt social authority of one sort or another to achieve greater liberty.

The big kid on the playground will tell the bully to pick on someone his own size. If the big kid is the bully, then an adult can step in, etc. This sort of culture has disintegrated over the past few decades as family units have broken down and communities have become fractured. We can and should start there.

The banking system is broken, crooks are in power over the economic system, we are failing in education, we don't believe the health care system is there for us, we are losing our homes, we don't have jobs, we don't have family support, and we are afraid to walk the streets without personal protection.

How in these modern circumstances do we begin to build better community at the grass roots level is the first question we should be raising, not how many bullets in a gun should be legal... are you kidding me!?
