In North America and other developed markets, perhaps. But Apple is global, and in some markets, it can do better with the right product. There is certainly room for a lower-cost iPhone. However, I don't know if the mini approach, i.e. a smaller form factor, is necessarily the right one for the emerging markets, given the apparent popularity of the phablet devices. Downsizing an iPad was a logical approach as there were gains in portability and usability to be had. But the iPhone's current size is already pretty optimal on those two counts. To make it smaller than the first model would impinge on ease of use, IMO.
