The receiver is considered the gun by the ATF and the only controlled item. The pressure is contained in the steel barrel and held by the steel bolt - so the receiver does not need to be very strong. All M16's or civilian AR-15's are made from aluminum - we have polymers today that can match that strength.

All the other parts are freely available anywhere - you only need to print the receiver to have a working gun.
