They don't do it. It's the nature of options that most activity happens at strikes near ATM.

These are leaps expiring... Been on the market for years. With 80,000 some contracts open (representing 100 shares each), don't you find it a bit suspicious that they manage to close it at precisely $500.00, not a penny more or less? On 16 million shares traded? The market makers likely have sold contracts on both sides, so it's to their benefit to close it as close to the strike as they can.
