You are right, the Second Amendment doesn't give an individual right to keep and bear arms. It protects a right that is already there: "The right of the PEOPLE to keep and bear arms shall not be infringed." The useless clause mentioning a well-regulated militia does not modify the operative clause. Period. the 2nd amendment doesn't give an individual the right to own a gun
