Not just surrounded. Every new town is miles up a valley with great vantage points for snipers along the route and every new valley is another conquest. That and the fact that the Swiss have been more interested in making watches, knives and hot chocolate (just kidding) than invading their neighbors.

Their Swiss have been mercenaries for multiple generations. Perhaps after seeing their efficiency nobody wanted to test the rest?
