Federal gun control began after 1960's race riots (Gun Control Act of 1968). The NRA was founded after the Civil War by Union army officers. Gun control, not the NRA, has its roots in racist fears.

The 1968 Act began the licensing of firearms dealers and required serial numbers on guns.

BTW federal law forbids selling firearms to anyone suspected to be an illegal drug user, even potheads with medical marijuana cards:
