Not sure I'd put it like that; only that people's "freedom" to make choices is influenced by his or her personal experience as well as other external stimuli. To the extent that is a limitation of "free will", fine. But Skinner's belief is undoubtedly true.

I don't by Chrysler vehicles because the last time I did the transmission croaked in 50K miles. That's maybe not rational, since surely they have solved whatever problem they had since 30 years ago. I learned from my mistake.

At any rate, he was without any doubt a great mind of science and one who is routinely ignored by the Left because it doesn't suit your political purpose.
