They don't want to start a bank run on gold. They might want to allow time for any gold lease or swap arrangements to be settled. It's kind of as if you brother-in-law owes you, say, $10,000 but instead of asking for it all at once you ask him for $1,000 at a time in hopes of at least getting some of it back. You don't want him filing for bankruptcy and getting his debts discharged.
