El Paso, Texas population is 75 percent mexican origin and the crime rate is moderate. Just another data point.

Sort by homicide rate and you see it is one of the safest cities:

If being mexican dominant means such low homicide rates, here is the answer to America's high crime rates in cities. Allow more mexicans in.
