The comment from Phil sounded more like he was seriously considering depriving Obama of his cut of the golfer's money in addition to depriving Jerry Brown of a cut. There are dozens of countries that have much lower taxes than the US.

When taxes are in the 20% or less range a country becomes attractive for high income people who are not location dependent for their income.

When Taxes are in the 30% range nobody talks about departing due to excessive taxes. It would be too disruptive to their lives for the savings.

When Taxes are in the 40% range people start leaving to avoid excessive taxation.

When Taxes are in the 50% range the grumbling increases and people become more likely to vote with their feet.

When Taxes are in the 60% range the trickle becomes a torrent.

Above that range famous bands make up songs about why they left. ... "Yeah, I'm the Tax Man."
