It depends. An air driven motor can be really efficient and simple. But to get much in the way of range, you need pretty high pressure.

You know the nitrogen tanks that the telephone companies at least used to use? They are like 5 feet long. Once I saw a guy who pulled one off a truck with out wearing gloves. When the threads cut his hand, he dropped it. The part of the tank that was off the pickup dropped and knocked the end off the tank. So you have a high pressure tank at a 45 or so degree angle and gas spewing out the end.

It took off and sailed over several houses. Those things are heavy, but...

Not sure if I would be comfortable with something like that close to me.
