The DC Police can't give exemptions to DC Laws that would require legislative action. If the DC Police can provide exemptions to law, that would mean they can give exemptions to murder, rape, bank robbery, assault and so forth, maybe even give exemptions for income tax compliance. Obviously they can't do that, so they can't give an exception to Gregory or Dian Feinstein for that matter in her political theatre today. Who owns those weapons? Who transported them? Because of Separation of Powers, the DC Police can't rewrite the law to provide exceptions. The law has to provide for exceptions or give the DC Power the authority to provide exceptions. The law provides no such language.
