Maryland is below the mason-dixon line and Lincoln arrested it's state reps so they couldn't vote to cede. Lincoln didn't want Washington DC to be in the heart of Dixie. Baltimore was a major confederate area, as was the eastern and western shore of the bay. Only the mountain counties were for the union and they were sparsly populated
