That's not exactly Tradable Citizenship:
now very extremely difficult to decamp citizenship especially is one is of the 20%, and if of the 10%-1%, then exit fine would be due w/ 10 years parol / clawback, w/ burden of proof on would-be-decamper to PROVE he is not decamping for tax reasons
It's almost as though the state owns the citizen rather than the citizen owning the state [in the form of their share of it as a transactable personal property].

Young people are prone to make bad judgments [and so are older people but they are expected to be grown up] so it's understandable that they are not able to casually cast themselves adrift in a nasty world. Or to be pressured by parents or others to give up their citizenship to become Made in China serfs.

Freedom is non-existent everywhere to any meaningful extent. Yes, one is free to choose personal hobbies, which government-approved restaurant one can eat at, whether to wear a hat or not [unless on a bicycle in which case it's compulsory in NZ], and even whether one becomes a plumber or truck driver [provided one is able to gain a licence to do so from the authorized government body]. But that's a very circumscribed freedom.
