If customers don't want to pay the $100 an hour for the product then there is not a shortage of labour. The product is useless and should not be made. The people wanting to hire cheap workers need to get something better suited to their talents, such as working for 10c an hour themselves if there's such a shortage of workers.

What the "business" owner really means is that they want to make money from the low-paid efforts of other people. Too bad for the business owner if they are trying to run a useless business. It's not a labour shortage.
