One thing for certain Russia will get IMF loan. As long as Russians have aging nuclear weapons that they need to dismantle,(who do ypu think is paying) to prevent a disaster. As long as they have weapons requiring "safe-keeping" they will always be able to blackmail US/Germany/IMF into "loans"/wasteful money-giving.
