I think the reason President Bush 41 stopped without toppling Hussein in Gulf War I was money. Maybe I am wrong. The Kuwaitis and Saudis were paying a substantial portion of the cost of the liberation of Kuwait. If They had proceeded to Bagdad the Arabs threatened to rescind their offer to fund the liberation.

If only his son had learned to get someone else to fund the cost of ousting Hussein...
