Because it is stupid.

There are some projects where a win/win situation can be arrived at and it would be fucking ignorant to consider exogenous factors (like whether it is citizens are undereducated or wallow in poverty) in deciding whether to do it.

What matters is whether the subsidy will help those people, however many there happen to be.

Shit, you're a proponent of light rail which doesn't help the poor in any way, shape or form -- it just sucks up untold billions of dollars that otherwise would be used in the hands of taxpayers to do something rational with.;;
