Hi Elroy. Someone knows much more about TICC than I do.

Sketchy market story time:

Well, I decided yesterday to sell a few thousand shares of TICC, so I put in a limit order to sell a good chunk at $10.75 when TICC was trading at $10.63, and then I went to bed (I live in Asia, so it was midnight my time, about 11am New York time).

Woke up this morning, and it looks like TICC bounced off of $10.75 a couple of times, but never went above $10.75, and I didn't sell a single share.

Weird coincidence? I don't know. With my luck TICC will announce a secondary before market open today. Or not, maybe it will go to $11 today and I'll be happy. But when the market EXACTLY hits my limit orders and I don't get filled none it's a bummer.
