He's basically making two points. One: That Atheists who try to claim that they have no positive beliefs regarding the non existence of God are not being honest, and Two: that Atheists have an obligation to take the issue seriously and present positive evidence to support their belief that God does not exist. I don't know what the exact percentage of people in the world believe in some kind of God I don't think that's all that important to the point he's making that simply dismissing other peoples beliefs (held for good reasons) with the wave of the hand by comparing them sky fairies is just intellectually shallow.
