Bob, I have caller ID and voice mail on my land line. If I don't recognize the caller I don't answer. Legitimate callers will leave a message & I can call them right back.

Sometimes I get persistent callers from the same number (probably a computer dialer) so I pick up, say "Hello, Goodby" and hang up. That signals the computer that you are home but don't want to talk and they usually take your number off their list. I now go for days or even weeks without a junk call.
