I thought that the way the process was supposed to work is both sides of Congress House and Senate prepared and passed budgets and then they talked to each other.

Harry Reid and Democrats did not pass a budget because they didn't want to be responsible for the content - they didn't want the public to see it. Cowards. The House passed a budget and the Democrats attacked it. That's fine. At least they put some ideas on the table for all to see.
