The House budgets under Boehner have been extreme political statement, not practical bargaining starting points.

I would bet that only budgets that come from the House can be passed with a straight majority vote, and that any Senate budget bill can and would be filibustered to death by Mitchel et al, so the Dems decided not to waste time doing something that would be fruitless.
