A buddy was telling me about this index a couple weeks ago when we were at dinner. We met windsurfing and he gave it up (hard to keep at it as we age and get nagging injuries, especially his from coaching soccer) but we try to hike to dinner once a month to talk about women, investing and start-ups (now our own small stuff)... He was in Sweden for a contract and despite being a vegetarian told me about $20 beers at pubs and $8 or more for a McDonald's burger... On the flip side, it is very reasonable to eat at McDonald's in Baja Mexico and I did that the last time there to avoid Montezuma's revenge when I couldn't cook my own food...

I have a hunch the index is a relative measure of how much the governments suck out of their economies via taxes and regulations.... assuming they meet quality is the same in every country. I'm hearing there is horse meat in burgers in Europe.... which is much cheaper than beef.
