It makes no sense to whine and bitch about infrastructure spending when you don't want to spend more than 9% of the current budget on it.

Uh. Its the Rs who don't want to spend more than 9% of the budget. The only thing Rs are willing to spend is money for the military which ends up lining their pockets. Everything else is crap to them.

You're smart enough to understand the concept.........why don't you?
