I can access Netflix from Canada and USA. I have a dedicated USA IP address through a VPN service. I can access Netflix from the USA as well with my account and it gives me USA content, In Canada we are limited to the shows, lots are older shows, the USA shows are more up to date. I was surprised Netflix works in Canada and the USA with my account. I think they set this up for people who travel.

Now if only iTunes could do this.
