Looks like the latest Java update may give the user the ability to close some of the security loopholes. On the one browser where I have it enabled, it now asks for permission to start an app. I have the choice of RUN or CANCEL. And a further choice of THIS TIME ONLY or FOREVER for any specific requesting URL.
