Those are M-1 Garands. I do know that the Marines in drill for firing 21 gun salutes use modified Garands that can only fire blanks. For parades, I don't know what they use. I only know this because I work at the Washington Navy Yard where tons of Admirals and Marine Officers go to retire in ceremonies and the 8th and I Marine Barracks where the Commandant of the MC lives. Looking at the pic, the bolt is clearly missing on the rifle. Seems to me the Commander in Chief should do his job and do an inspection of the Marines in formation, and check each of their rifles for ammo and bolts, but he is too much of a sloth to do his job.
