Most of my family is from there. Try Duluth.

As far as too cold to snow, It does seem that it snows best when the temp gets up to 20 or so. Even higher. Probably because the overcast doesn't allow the heat to escape upwards into the atmosphere. Opposed to clear skys where it really gets cold.

Anything else you want to argree/dissagree on?
