plenty of laws on the books already that aren't being enforced that would stop it

this is nothing more than getting more jail time if you kill a white mailman instead of black kid or getting five years added to your sentence for killing someone with an armor piercing bullet instead of killing them with a common bullet

btw, would this encompass vulnerable women you pick up at the laundromat?
