While there are some people who fit your description to a tee I think it would be much easier to just put them on ignore.
I have started using ignore and my life has improved.

Part of it was that I felt sorry for Allen as he could not put anybody on ignore even though he wanted to. He felt that even as monitor it was not right for him unilaterally ban someone. Though, it sure would have made his life easier.

I had a number of private messages with Allen and others on this board that expressing the same frustrations with certain posters and it seems to me there is an easy way to fix this. Why would ban someone like Michal and not ?.
