No, if they did pass a law that capped executive salaries the result would be the same as when they used to have a 90% tax rate for really high income; the rich would get around it any number of ways.

The rich have a number of advantages in this game. They have the best accountants. They have much better access to politicians. (And it's pretty clear that the low number of prosecutions from the recent economic crash is due to heavy investment in the executive branch by Wall Street.) And when push comes to shove, the rich get to decide where their corporations exist.

The democrats will never learn this but the fact is that you can't make a society happy by making the wealthy unhappy. It's not a zero sum game.
