If laws were never effective, there'd be no point to having them at all.
Laws are good at setting boundaries. They are not good at redistributing wealth.

Government is meant to guarantee freedom and opportunity. It is horrible at trying to equalize outcomes.

The more you try to make government do what it is horrible at doing, the more it will be gamed and the more the law of unintended consequences will be fulfilled.

This is the wisdom behind limited government.
