You've shown no evidence to support your contention that this is a wide spread problem among poor community.

You say you have a background in education. How can you not know these problems exist? And just for the record, these broken schools don't just exist in the inner city.........they can be found in poor suburbs as well as poor rural areas. One of the worst schools I saw in a film was in rural OH. In addition, I student taught and worked for a year in a suburb. That suburb had an affluent part and a poorer part. The affluent part had a state of the art school; the school where I taught was in a poorer part of the suburb and was trashed. Many of these crummy schools are attended by children of color. They are this country's future and they are getting short shrift. Doesn't bode well for the future of this country.
