In regards to overseas operations I must say that Rand Paul makes more sense than almost anyone.

One of the keys to the destruction of Athens' power was exposed by the Pelopenesian War. Long supply chains and overseas bases must be paid for by the local government being protected. If they don't wish to pay then it is not important.
