Unless you are suggesting someone stole money from the social security trust fund , those that borrowed from the social security trust fund has to make sure the loans are repaid or risk criminal charges.

The notion that money in the social security trust fund has disappeared is a scare tactic used by the right wing who favor getting rid of social security altogether and privatizing social security to the benefit of a few opportunists.
