There has been no confirmation that Cheney ever said that. The comment was from a disgruntled former employee that Dick Cheney fired.

At any rate, that's when deficits were only a few hundred billion a year, before being tripled under Obama.

Beginning with Obama's election we have entered a new era of trillion dollar plus deficits as far as the eye can see. If Cheney DID make the statement it would be appropriate for him to revisit the subject in light of this fact.
