Al, the phrase "closing of tax loopholes" is a slogan. Any way you slice it amounts to higher taxes, which will necessarily take money out of the economy.

By the way, Obama loves to talk about the "loopholes" for corporate jets and hedge fund managers, but he won't talk about the one so-called "loophole" that will hit the upper-middle-class, which is a limit on itemized deductions for the top two tax brackets. And that's the one that will have the biggest impact on tax revenues.

That in itself will be one heck of a "negative stimulus," just like the end of the FICA tax break.
