Rogers also said though load the boat @ 1300 so he is unsure of bottom..

Rogers doesn't predict price - he values assets.
So, if he says "load the boat at 1300", he is implying that buying at 1300 is free money.
He has no idea whether or not gold will get to 1300 or not.
He just knows what he will do if gold ever trades at that price.

Jim Rogers invests in the same way that Sir John Templeton did - buy when everyone else is pessimistic.
And when the pessimism is at an extreme, invest even larger amounts.
