Russia has about the highest number of dash cams in the world, mainly because of all the legal disputes and assaults from accidents. They use it in court.

When I was an appraiser years ago, when digital cameras started to put video functions in them, I predicted one day that all vehicles would be equipped with dash cams to resolve dispute claims from accidents.

As an insurance appraiser, you have no idea how many disputes we ran into on the job. The insurance company would see if we could solve them, if not they would bring in accident engineers, but the cost of those guys was around the 500-1000 dollar mark, sometimes higher to investigate the accident to determine liability.

The guys is Russia are on the ball. And way ahead of us in North America.
