To claim that Clinton was responsible you would have to claim that Bush was responsible. Clinton increased spending rather than pay down the debt like any responsible President would have in the same economic situation. Every politician wants to give free money away to his own cronies. Clinton would have liked to except the Republican controlled Congress wouldn't let him. Anyone who thinks Clinton wanted to "end welfare as we know it" needs to check into rehab, they probably did inhale.
