Your missing the point.
The completely fantastic odds of an 8 planet solar system when compared to the average 1.6 planet solar system is off the chart numerically.

My theory?
Most are decoration as no Voyger could pierce the Asteroid belt anyway.
They appear pleasing to us and they are. A gift of sorts I suppose.
