The 20 minute response time wasn't made up by conservatives, it was from a report on CNN.

In addition to the response time, you would have at least a short time until the call was made, and some amount of time from when the police arrive until they actually do anything. In some cases that can be awhile because sometimes they just contain the area and call in SWAT. In this case he took his own life after the cops arrived. I can find no information about how long after they arrived, but it probably wasn't very long.

Lets say the quoted response time was really a third of what CNN said. Then add in a short amount of time before the call goes out, and a very short time before he kills himself when the cops arrive. Your still talking in the range of 7 and a half to 10 minutes.

Edit - Another source says it was about 8 minutes from when the shooting started to when it stopped. That's a lot less then 20, but plenty of time for a shooter of any modern, and even many archaic, guns to get off an enormous amount of shots, even against moving targets.
