What manipulation ? It's not NYSE or AMEX,the bid is $.23, the ask is $.26, a spread of $.03, which is not bad for a penny stock. Today 2 buy orders went through at the asking price, total 14k shares; 1k was sold at the bid. End of the story.

Management... If they did do something that would have brought the price of the stock to $.4 in a short period of time, would you jump in and sell your own stock ? If no, then you are most likely a long term investor and like most of them do not care about short term fluctuations, if yes, then it is a good reason for the management not to do anything special targeting just the current stock price.

The management has to concentrate on business development, if they succeed the stock will follow. ( Stock buybacks are mostly popular with the mammoth co's who can not find anything better to do with all their cash. I do not believe we have anything similar to that with CIST. As Richard outlined in his note, there is a guzillion opportunities they have yet to explore).
