Carter continued to maintain the US military and its policies with regards to Soviet during his presidency.
All of that was maintained in spite of Carter's actions and intentions.

I still maintain that if Carter got a second term, the demise of the Soviet Union would have been postponed by at least a decade.

Yeah, right. The Soviets would have kept things together with spit and glue until Reagan or another R took over the presidency.

BTW I have a great bridge to sell you. Rumor has it Reagan walked on it.
