It makes a difference because if he had said "invented" then the context wouldn't make sense. And context matters.

Anyway, it's hypocritical to credit Al Gore for helping to fund the foundations of the Internet, but not credit Ronald Reagan for helping to fund the foundations of today's missile defense systems.

How is it hypocritical to point out that one thing actually happened and the other did not? The equivalent is if Al had got a network of dialup BBSs funded and then claim the modern Internet derived from that because "they are basically the same".

Today's missile defenses are nothing like what Reagan had funded. Stopping one ICBM is an iffy thing, stopping thousands is out of the question.Stopping a theater weapon, like a Scud, is not even close to the same thing as I have pointed out. It grew out of an anti-aircraft SAM system. Granted, there are simularities like a phased radar array, computers and a missile. But that is a pretty broad classification and would encompass a lot of things that preceeded SDI by decades. What SDI attempted to do, and failed at, was to take the existing SAM technologies and adapt them to extra-atmospheric intercept of hypersonic targets.
