I wondered if I understood this right, ...

<"This regime will be designed to ensure that, in the unlikely event that a systemically important bank depletes its capital, the bank can be recapitalized and returned to viability through the very rapid conversion of certain bank liabilities into regulatory capital. This will reduce risks for taxpayers.">
~End~

So if the bank, ... not just any bank, ... but a bank that's too large to fail, ... that bank has the right to use the money within its possession and its disposal to correct itself.

To Recap, ...

"Confiscating wealth from depositors will reduce risks for taxpayers".

Don't sound like a good deal to me!
