You would probably first have to take a "distribution in kind" (with income tax consequences if not a Roth IRA) in which the IRA shares are transferred to a non-IRA brokerage account. Assuming that the stock was eligible for DRS (because the stock issuer decided to support DRS), DRS could then move the shares to the books of the stock issuer's transfer agent.
